*”Young and new drivers are among the most vulnerable on our roads – not just because of inexperience, but because of the strict licence restrictions they face during their probationary period. Just two illegal tyres can mean six penalty points and an automatic licence revocation.

This campaign gives young drivers the knowledge and tools they need to avoid that risk and stay safe. By working alongside the NPCC’s Operation Spotlight and the Department for Transport’s THINK! campaign, we’re reaching more young people than ever with practical advice. If this advice is followed, it could save lives – and licences.”*

Purpose of the Campaign

The New Drivers Toolkit raises awareness among young and new drivers (aged 17–24) about the critical importance of tyre safety. It highlights the legal, financial, and safety consequences of neglecting tyres and provides practical, easy-to-follow advice to help drivers stay safe and compliant.

Why This Campaign Exists

Research shows worrying gaps in knowledge among new drivers:

  • 52% of drivers aged 17–24 don’t realise they are legally responsible for the tyres on any vehicle they drive – even if they don’t own it.
  • Only half of UK drivers know that you can be fined and get penalty points for each illegal tyre.
  • 25% don’t understand how wet conditions and low tread depth affect stopping distances – some even believe traction improves.

With new drivers facing stricter rules in the first two years – six penalty points = automatic licence revocation – the consequences of unsafe tyres can be life-changing.

Campaign Objectives

  • Increase Awareness – Highlight the laws and dangers associated with unsafe tyres.
  • Promote Responsible Habits – Encourage monthly tyre checks using the ACT principle (Air pressure, Condition, Tread).
  • Highlight Consequences – Show the financial and legal penalties, including licence loss for new drivers.

Support THINK! and NPCC – Align messaging with national road safety campaigns.

Key Messaging

1. Two Illegal Tyres Could Cost You Your Licence

  • Six penalty points = automatic licence revocation.
  • Don’t lose your licence over something preventable.
  • Your freedom is your responsibility.

2. The Law is Clear

  • Minimum tread depth: 1.6mm
  • Maximum penalty: £2,500 fine and three points per illegal tyre
  • Drivers are legally responsible for their tyres, not the vehicle owner.

3. ACT – Air Pressure, Condition, Tread

  • Check monthly
  • Look for damage, bulges, cracks
  • Use the 20p test for tread depth
  • Don’t ignore issues when you find them

4. Safety First – Not Price First

  • 42% of drivers prioritise safety when buying tyres

But 22% admit to buying part-worn tyres, which can be dangerous and illegal

Latest Insights (2025 Research)

  • Most drivers check tyres every three months – far less than the recommended monthly check.
  • 4–7% of drivers don’t know how to check pressure or tread depth.
  • 1 in 5 drivers has never been shown how to change a tyre.
  • 45% would not feel confident changing a tyre themselves.
