Operation Spotlight – M53 Multi-Agency Enforcement

Overview
As part of the National Police Chiefs’ Council (NPCC) “Operation Spotlight” campaign, a multi-agency road safety operation was conducted on the M53. This initiative focused on the “Fatal 5” offences—speeding, seatbelts, mobile phone use, driving under the influence, and careless driving—while placing a specific technical focus on vehicle roadworthiness and tyre safety.
The operation utilised National Highways’ unmarked HGV ‘supercabs’ to identify driver distractions and load insecurities from an elevated vantage point, alongside a dedicated inspection site managed by the Police and DVSA with TyreSafe also in attendence.
Police Enforcement Results
The collaborative effort between Merseyside and Cheshire officers, supported by the HGV supercabs, resulted in a significant number of interventions. Identifying driver distraction and vehicle maintenance issues remains a priority to reduce harm on the UK’s roads.

Driver Distraction & Safety: 8 mobile phone offences and 5 seatbelt violations were recorded.

Speed & Behaviour: 4 speeding offences, 2 cases of driving without due care and attention, and 1 instance of crossing solid white lines.

Vehicle Compliance: 7 Graduated Fixed Penalty Notices were issued. Other offences included insecure loads, a vehicle/trailer in a prohibited lane, and a lack of a valid MOT.
TyreSafe Technical Inspection Insights
TyreSafe supported the operation by conducting detailed inspections using the Translogik tyre check probe and TreadTracker technology. This sample contained a notably high proportion of commercial vehicles and trailers (97% combined), providing a clear snapshot of professional fleet maintenance standards.

Findings:
While tyre tread depth is often better managed in professional fleets compared to private vehicles, the inspection highlighted significant concerns regarding tyre condition:

2 illegally worn tyres.

4 tyres with objects embedded in the tread.

1 tyre with crown damage.

23% of all vehicles inspected were found to have at least one tyre-related defect.
Analysis and Safe System Integration
The fact that 23% of the vehicles inspected—the majority of which were professional LGVs and HGVs—harboured tyre defects is a stark reminder of the importance of the Safe System approach. Specifically, “Safe Vehicles” rely on rigorous preventative maintenance.
While tread depth remains a primary focus for many, the prevalence of embedded objects and crown damage in this operation underlines the necessity of thorough daily walkaround checks by drivers. These defects, if left unaddressed, pose a high risk of rapid deflation or carcass failure, particularly at motorway speeds.

Operation Spotlight demonstrates the effectiveness of multi-agency collaboration in identifying high-risk road users. TyreSafe remains committed to advocating for the inclusion of tyre defects as a priority offence within the NPCC Roads Policing Strategy. By integrating MOT data and on-road inspection results, we can better understand the state of the nation’s vehicle health and work towards our vision of zero harm on UK roads.
